What is BIS?

The Bureau of Indian Standards (BIS) is the National Standard Body of India, operating under the Ministry of Consumer Affairs, Food & Public Distribution. Established under the BIS Act, 2016, it is responsible for:

  • Formulation and implementation of Indian Standards (IS)
  • Product certification through ISI Mark and Compulsory Registration Scheme (CRS)
  • Hallmarking of gold and silver jewelry
  • Laboratory testing and quality assurance
  • Representing India in international standardization bodies like ISO and IEC
BIS has been serving as India's premier standards body since its establishment in 1986 (formerly Indian Standards Institution established in 1947).

What is BIS-CRS?

BIS-CRS (Compulsory Registration Scheme) is a product certification scheme introduced by BIS for electronics and information technology (IT) products. Under this scheme, manufacturers are required to get their products registered with BIS after ensuring compliance with relevant Indian Standards (IS).

Key Features:

  • • Self-declaration based certification
  • • Mandatory testing from BIS recognized labs
  • • Grant of unique Registration Number
  • • Validity: 2 years (renewable)

Difference from ISI Mark:

  • • CRS is for electronics/IT products
  • • ISI requires factory inspection
  • • CRS is registration-based, not licensing
  • • CRS has shorter processing time
2

Why BIS-CRS is Required?

Consumer Safety

Ensures electronic products meet safety standards, preventing hazards like electric shock, fire, and radiation.

Quality Assurance

Guarantees product quality and performance as per Indian Standards, reducing product failures.

Legal Compliance

Mandatory for sale, import, and distribution of notified electronics products in India.

Market Access

CRS registration is essential for entering the Indian market and building consumer trust.

When BIS-CRS has Started?

October 3, 2012 - BIS introduced the Compulsory Registration Scheme (CRS) through the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012.

Initially covering 15 product categories, the scheme has been expanded multiple times and now covers over 70+ product categories including electronics, IT equipment, and audio-video products.

6

Importance of Importer & Manufacturer in BIS CRS

Role of Manufacturer
  • Primary Responsibility: Ensures product compliance with relevant Indian Standards
  • Testing: Must get products tested from BIS recognized laboratory
  • Application: Files registration application with BIS (directly or through AR)
  • Quality Control: Maintains production quality and testing facilities
  • Compliance: Labels products with Standard Mark and registration number
Role of Importer
  • Verification: Must verify BIS registration of imported products
  • Documentation: Maintains records of imported registered products
  • Liability: Jointly responsible for non-compliant products
  • Market Surveillance: Cooperates with BIS for sample collection and testing
Important Note for Importers:

Importers cannot obtain BIS registration in their own name. The registration must be in the manufacturer's name (Indian or foreign). However, importers can act as Authorized Indian Representatives (AIR) for foreign manufacturers.

Timeline for BIS CRS Certification

Step 1
Product Testing
30-45 days

Submit product samples to BIS recognized laboratory for testing as per applicable Indian Standard. Testing time depends on product complexity and lab workload.

Step 2
Application Filing
2-5 days

Prepare and submit online application on BIS portal along with required documents and test reports.

Step 3
BIS Review
15-30 days

BIS officials review application, verify documents, and may request additional information if required.

Step 4
Grant of Registration
7-10 days

Upon approval, BIS grants registration number and issues certificate. Total timeline: 60-90 days for Indian manufacturers, 90-120 days for foreign manufacturers (including AIR appointment).

Expedited Processing: With proper documentation and pre-testing, timeline can be reduced to 45-60 days for Indian manufacturers.

What is an Indian Standard?

An Indian Standard (IS) is a technical specification or guideline established by the Bureau of Indian Standards (BIS) that defines the quality, safety, performance, and testing requirements for products, processes, or services in India.

Format of IS Number

IS XXXXX:YYYY
where XXXXX = Standard Number, YYYY = Year of Publication

Example: IS 13252 (Part 1):2010 - Safety of Information Technology Equipment

Harmonization with International Standards

Most Indian Standards for electronics are harmonized with IEC (International Electrotechnical Commission) standards.

  • Consumer Trust: BIS mark builds brand credibility
  • Competitive Edge: Registered products have preference in government tenders

How It Ensures Public Safety?

  • Electrical Safety: Prevents electric shock, short circuits, and fire hazards
  • Radiation Control: Limits electromagnetic radiation exposure
  • Fire Protection: Ensures flame retardant materials in critical components
  • Child Safety: Prevents small parts hazards and toxic materials
  • Performance Safety: Ensures stable operation without overheating
